Job Summary
In the department of Learning Support Services, and under the direction of the Director of Learning Support Services or the Assistant Superintendent of Educational Services, the Learning Specialist shall provide expert consultation and specialized training to school district and county office personnel. The Learning Specialist will work in partnership with local teachers, administrators, instructional coaches and staff, as well as other county offices, community partners, and state organizations.
Examples of Duties and Responsibilities
Provides multi-tiered system of support to Districts/Charter Schools by means of:
- Needs Assessment
- Data interpretation
- Curriculum Adoption
- Curriculum Implementation
- Professional Development including workshops, series, and communities of practice
- Instructional Coaching
Develops and maintains internal knowledge base and networks through participation & collaboration with:
- Curriculum and Instruction Steering Committee (CISC) regional and state Science Community of Practice
- Curriculum and Instruction Steering Committee (CISC) regional and state Math Community of Practice
- California Environmental Literacy Initiative (CAELI)
- California Mathematics Council
- Save the Redwoods League
- Blue Lake Rancheria Center for Tribal Innovation & Entrepreneurship
- State Parks (PassPORTS field trips)
- State organizations such as Computer Using Educators (CUE)
- District Information Technology personnel
- HCOE Information Technology and Communications Center departments

- Serves as regional math grade-band coach through Learning Acceleration Systems Grant
- Serves as evidence-based strategies expert for instructional program planning, presenting, facilitating, collaborating, coaching, creating and curating resources within one or more areas of expertise based upon knowledge, experience and/or specialized training pertaining to continuous improvement, curriculum, instructional coaching, and technology integration;
- Build rapport and works in relationship with local district personnel and assists in assessing staff development needs;
- Participates as a member of the Learning Specialists team(s) and collaborates with partners within HCOE and the larger community to serve students;
- Designs, plans, and delivers staff development opportunities on-site, county-wide, and regionally both on an individual basis and as a member of a team, including demonstration teaching lessons;
- Assists in overall program planning, monitoring, and evaluation of various professional learning components with the department;
- Works in concert with districts on parent and community engagement efforts;
- Assists in the planning, organizing, and conducting of conferences, seminars and workshops series;
- Conducts needs assessment, develops grant proposals and assists in the implementation and supervising various special projects conducted by the HCOE, districts and department;
- Actively engages in an ongoing program of professional development to maintain and improve management skills and leadership abilities;
- Recommends new procedures and changes in existing procedures governing the implementation and management of the department;
- Performs other assigned duties.

- Sufficient mobility to move about the county office and other sites as may be required;
- Ability to speak in an understandable voice with sufficient volume to be heard in normal conversation distance, on the telephone, and to address groups of varying sizes;
- Physical and emotional stamina to cope with sometimes stressful situations and conditions.
Education, Experience and Requirements
- Possess a current California Teaching Credential;
- Possess a California Teachers of English Learners (CTEL) and/or Cross-cultural Language and Academic Development (CLAD) Certificate;
- A California Administrative Services Credential is desirable, Master’s Degree preferred;
- Understanding of Instructional Coaching practices;
- Demonstrate competence in communicating effectively with professional staff and representatives of other agencies in written and oral form, especially with K-12 educators, public and private agencies, and higher education;
- Possess at least 5 years of successful teaching experience, preferably at both elementary and secondary levels;
- Possess specialized skills, specific experience and advanced training and/or certification within one or more core academic areas of the school curriculum;
- Have a record of excellence in making small and large group presentations, including demonstration teaching skills and workshop/conference speaking;
- Ability to prepare successful grant applications; complete clear and complete proposals and reports;
- Ability to manage multiple assignments and deadlines;
- Ability to research, design, and effectively present relevant training materials;
- Ability to work proficiently with Microsoft Office Suite and Google Applications;
- Ability to work effectively in the absence of supervision;
- Ability to establish and maintain cooperative and effective working relationships with others;
- Ability to provide services in the office as well as in various sites throughout the county, sometimes serving multiple sites in a single workday and must be willing to travel;
- Possess skills in public speaking, group problem solving and leadership, the ability to communicate effectively in writing, the capacity to maintain personal demeanor during periods of peak work flow and perform efficiently within restricted timeframes are critical factors for success in this position;
- Willingness to modify days/hours and to work additional days/hours on occasion with appropriate compensation and be willing to travel using own transportation with mileage reimbursed, or county office fleet vehicle, as the job may require.
