Assistant Superintendent for Educational Services

Position Summary

Under the direction of the Superintendent, the Assistant Superintendent for Educational Services leads and manages the divisions of School Support, Student Support and Curriculum and Instruction. Provides oversight, support and direct supervision over district Local Control Accountability Plan (LCAP) processes and compliance.  Directly supervises the Director of Learning Support Services, Coordinator of Instructional Leadership and Coordinator of School Support and Accountability and is responsible for reviewing district LCAP’s for adherence to state guidelines and is responsible for ensuring HCOE is compliant with other mandated services.  Monitors and supports Humboldt County Office of Education’s (HCOE) role in facilitating inter-district and expulsion procedures and processes and oversees related appeals. Leads and manages various programs and projects related to Continuous Improvement efforts, including curriculum development, staff development, and implementation of Multi-Tiered Systems of Support (MTSS).  Oversees nutrition program, after school programs, early education programs, Early Literacy Partners Program and various events maintained by and operated through the HCOE including instructional programs except Special Education.  The Assistant Superintendent facilitates the development of inter-agency and inter-segmental program partnerships and is responsible for major educational and economic resource development activity on behalf of HCOE.  The Assistant Superintendent provides leadership to, and evaluates the performance of, other division management personnel and assists the Superintendent in the development of leadership skills among all management and serves as the HCOE Lead Contract Negotiator.  Additionally, there is shared budget development and monitoring for the various program area, working in cooperation with Fiscal Services and with other members of the HCOE Cabinet.

Examples of Duties and Responsibilities

  • Serves as a member of the Superintendent’s Cabinet and Leadership Council;
  • Serves as a primary HCOE liaison with College of the Redwoods and Humboldt State University, and participants in the design, development and implementation of varied inter-segmental and community-based partnerships involving schools, government agencies, and the private sector;
  • Researches available grants and funding opportunities that align with the vision and goals of HCOE and applying for them when relevant within organizational scope;
  • Assumes a lead role in the promotion, development and expanded use of technology as a tool for classroom instruction, professional development and public communication;
  • Oversees the office’s efforts to provide high quality services in staff development, instructional media and local/regional child care planning and support;
  • Assists with the planning, development, funding and evaluation of all workforce preparation programs sponsored through the county office;
  • Supervises and evaluates division personnel and plays a key role in the selection, placement, and professional development planning for every staff member within the division;
  • Coordinates services provided by the HCOE with other county offices in the north coast region to ensure optimum delivery to local schools, districts, staff, and students;
  • Leads and supervises other management personnel as assigned;
  • Recommends new procedures and changes in existing procedures governing the implementation/management of the instructional support programs sponsored by the office;
  • Prepares and manages division budget;
  • Actively engages in an on-going program of professional development to maintain and improve management skills and leadership abilities;
  • Provides services in the office as well as in various sites throughout the county, sometimes serving multiple sites in a single workday;
  • Serves as Superintendent’s designee when assigned;
  • Communicates effectively in writing;
  • Possess public speaking, group problem solving and leadership skills;
  • Maintains personal demeanor during periods of peak workflow and perform efficiently within restricted timeframes;
  • Modifies days/hours and to work additional days/hours on occasion;
  • Travels using own transportation with mileage reimbursed, or with the use of a county office fleet vehicle;
  • Performs other duties as assigned

Employment Standards

Education, Experience, and Requirements

  • Possess an appropriate California Administrative Credential;
  • Demonstrate competence in communicating effectively with staff, district personnel, members of the general public, and representatives of other local, state and federal agencies;
  • Possess lengthy and substantial successful education administration including multiple years as a school principal or in a similarly responsible central office administrative capacity;
  • Demonstrate particular expertise in grant writing and categorical program administration and have familiarity with K-12 and higher education law and governance;
  • Demonstrate strong leadership, organizational, communication, and human relation skills;
  • Possess an advanced degree and experience/training in program and budget planning; staff and curriculum development; staff and program evaluation; and possess a broad knowledge of technology as used in various educational programs for students and staff;
  • Possess comprehensive experience in contract negotiations and adherence is preferred;
  • Possess a current driver’s license;
  • Obtain or have a current TB clearance;
  • Participate in DOJ fingerprinting with a satisfactory result.

  • Physical and emotional stamina to cope with sometimes stressful situations and conditions.
